OpenStreetMap coverage is incomplete and not an authoritative government register; proximity is not availability, control, response time, performance, crime incidence or travel risk. The model ignores roads, checkpoints, access restrictions, staffing, equipment, incident demand and rapidly changing conditions. Only infrastructure-response access varies within a tightly capped 0–5 range; no other dimension or day/night difference is inferred, and this is not an official neighbourhood ranking.
